Policy for Saitama University after October 1, 2021 upon Lifting the “Declaration of Emergency Situation” and “Emergency Measures in Saitama Prefecture ” (Notification)

Based on the “Declaration of Emergency Situation” issued by the government on August 2, 2021 and the “Emergency Measures in Saitama Prefecture after August 2″ issued by the Governor of Saitama Prefecture on the same date, Saitama University has taken necessary measures with a risk level of Level 3. It has decided to lift this Declaration and these Measures on September 30, 2021 We are very sorry for the inconvenience caused to students and faculty members under the state of emergency. Thank you for your cooperation.

As a result, “Measures to ease restrictions in Saitama Prefecture” (hereafter “Measures to ease restriction”) was issued by the Governor of Saitama Prefecture on September 28, 2021. Saitama University will take the following actions on and after October 1, 2021 (With regard to matters related to “Measures to ease restriction”, the measures will be taken until October 24, 2021).

Saitama University’s policy for dealing with COVID-19  
  The Risk Level has been lowered from 3 to 2.  
  In addition to reconfirming the actions to be taken at Risk Level 2 in COVID-19 manual, please take thorough measures to prevent infection.  
  The details of each item are as follows.

Student 
 [Entry to Okubo campus]  
  Entry to Okubo campus has been allowed. Please continue to implement the taking measures to prevent infection.  
  ・ Wash and sanitize hands 
  ・ Wear a mask.  
  ・ Keep distance.  
  ・ Avoid a close-range conversation.

[Classes]  
  Classes are scheduled to be conducted in HyFlex mode (Hybrid Flexible: combine face-to-face and online classes) in principle.  
  For details, please refer to “Classes in Term 3 and 4 of FY 2021”

[Research]  
  Resume research and experiments in the laboratory. Please continue to implement the following infection prevention measures.  
  ・ Ventilate a room.  
  ・ Keep distance.  
  ・ Avoid a close-range conversation.  
  ・ Keep a door open.  
  ・ Record the name(s) of person(s) in the same space.

[Extracurricular activities]  
  The prohibition of extracurricular activities on and off campus will be lifted.

[Traveling abroad]  
  Please follow the infection risk information of the Ministry of Foreign Affairs regarding Japan and the country/region concerned.

Faculty members and staffs 
 [Classes]  
  Classes are scheduled to be conducted in HyFlex mode (Hybrid Flexible: combine face-to-face and online classes) in principle.

 [Research]  
  Resume research and experiments in the laboratory. Please continue to implement the following infection prevention measures.

[Domestic business trip]  
  Domestic business trip has been allowed. Please take thoroughly measures to prevent infection following “Measures to ease restriction”.

[Overseas business trip]  
  Please follow the infection risk information of the Ministry of Foreign Affairs regarding Japan and the country/region concerned.

[Conference and Ceremony]  
   Implementations of large-scale ceremonies or conferences are allowed. However, based on “Measures to ease restriction”, the upper limit of the number of inmates and the occupancy rate will be as follows until October 30, 2021.  
  Upper limit of the number of persons: “5,000” or “50% of the admission capacity (and not more than 10,000),” whichever is larger.  
      Assumed yield: 
    In case loud cheers and no cheers are not expected: “100%” of capacity.
             In case loud cheers and chants are expected: “50%” of the admission capacity.  
 *The number of inmates shall be the smaller of “the maximum number of inmates” and “the number of inmates multiplied by the admission rate”.

Clerical and technical staff 
 [Staggered commuting]  
  Staggered commuting has been recommended following “Measures to ease restriction”.

[Teleworking]  
  We will continue to telework as much as possible based following “Measures to ease restriction”.

Attached school and kindergarten 
 ・ Depending on the situation, staggered attendance and class shortening might be implemented.  
・ With regard to extracurricular activities, restrictions will be applied with reference to the “Manual of Hygiene Management in Schools ” (Ministry of Education, Culture, Sports, Science and Technology) and the“ Notice of Thorough COVID-19 Countermeasures in Chorus Playing at Elementary Schools, Junior High Schools, Senior High Schools and Special Needs Schools ” (December 10, 2020 Joint Notice by the Director-General of Primary and Secondary Education, Ministry of Education, Culture, Sports, Science and Technology and the Deputy Director-General of the Agency for Cultural Affairs).  
 ・ Staggered commuting and teleworking are recommended for teachers and staffs.

Outsider  
 ・ Outsiders are allowed to enter. Wearing a mask and hand hygiene are required.  
 ・ The restrictions on the use of qualification tests and workshops will be lifted.

 

Among other measures, requests to prefectural residents are as follows. Please observe it individually.

[Implementation period]  
 From Friday, October 1, 2021 to Sunday, October 24, 2021.

[Request Based on Article 24, Paragraph 9 of the Special Measures Act]  
 ・ When going out, avoid crowded places and times and act in small groups. In particular, refrain from going out after 9 PM.  
 ・ Infection prevention measures should be thoroughly taken when traveling between prefectures such as returning home, traveling and business trips.  
 ・Refrain from activities with a high risk of infection, such as drinking in groups on the streets or in parks.

 [Other requests]  
 ・ “Three Cs” should be avoided thoroughly, and basic infection prevention measures such as “keeping a distance between people”, “wearing masks”, and “hand hygiene such as hand washing” should be taken thoroughly.  
 ・ Refrain from using restaurants, etc., where infection prevention measures are not taken thoroughly, or restaurants, etc., that do not respond to requests for shorter business hours.  
 ・ To voluntarily refrain from using a karaoke facility when the karaoke facility is provided in a store and a wedding hall whose main business is eating and drinking.  
 ・ Limit the time for eating and drinking to 120 minutes, and make sure to use masks for eating and drinking, eating quietly, and even at lunch time.  
 ・ Dining together should be limited to a maximum of four people (Family members living together and caregivers are excluded.) who are always nearby, and parties at home should be avoided.
